"This number is not driven by shifting tastes or trends in the beer industry."

I don't think that is true, at least not entirely. Consumer tastes do change, as do company/brand reputations. Bud Light and to a lesser extent other Bud products took a hit from the Right due to the culture wars.

Modelo's rise to most popular beer in America was the result of Bud Light's rep collapse and great marketing. American light beers and traditional companies - Busch, Bud, Coors, etc, all have reputations that weigh on them. Modelos and co came in without that and managed charged a premium over their domestic competitors.

Cheap Mexican beer didn't displace American beer.

Americans became willing to pay more for Mexican beer than for the traditional American mass-market brands.

Partly true but the Mexican beer has been running cheaper for some time. However, I still stick with American beer because the other stuff is too mellow.

Honestly, I'd love to shop where Modelos/Pacifico run cheaper than Bud Light or Busch.

Now, if you told me that you found Tecate for the price of Busch or less, that I would believe no question.
